The floating of loans in that connection has made demands upon capital that have further embarrassed industrial affairs. Here in Russia we have had, in addition to those unfavorable in?uences, other embarrassing conditions. The Government has been building less railroad than has been constructed at any time during the last ten years. As the Government is the chief customer for railroad supplies, de pression has naturally followed in all industries depending upon railroad construction. Then there have been industrial enter prises organized here ou a not too sound financial basis. But as we get farther away from some of these special causes of depression. I think the industrial crisis will end.
