The levy of taxes upon real estate being made in proportion to the assessed value, it is evident that if the assessed valuation gives to each piece of property the same relative proportion of the true value, it will result in an equitable distribution of the burden. The general knowledge of this fact, and the mistaken belief that the assess ment is arrived at by taking a percentage of the true value of each piece of property, has led to the acceptance of the practice of using less than the full value in making assessments.
